This process chart was developed by SCHEV staff as a reference guide for public institutions seeking state action on mission statement changes. SCHEV’s policy “Mission Statement Changes at Public Institutions” contains definitions of terms, specific policy statements, and detailed procedures and instructions. Forms are provided below.

Type of Mission Statement Changes and Level of Required State Action

SCHEV Staff Must Review And Approve Or Disapprove	Any change to the text of the mission statement that is proposed solely for revisions for clarity and grammar that would not alter the institutions' nature, type, and degree levels offered or curricular offerings.
Council Must Review And Approve Or Disapprove		Any change to the text of the mission statement including the addition of language, proposed solely to expand the institution's focus (e.g. to increase research or outreach efforts), that would not alter the institution's nature, and degree levels offered or curricular offerings.	Any substantive change to the mission statement that results in a new mission that would alter the institution's nature, type, or degree levels offered or curricular offerings (e.g., adding medical education or changing the focus from undergraduate education to graduate education).
