Notice to Applicants

Note: Due to the high volume of applications, we are unable to accommodate requests to expedite applications. Our processing time is 4 to 6 weeks and applications are processed in the order in which they are received. If an application is incomplete or additional information or documentation is required, processing may extend past the abovementioned timeframe. Our office does not have an ACM deadline nor do we recognize deadlines set by institutions; therefore, it is the responsibility of the student to work with their institution directly.

Effective Immediately: West Virginia University (WVU) is no longer accepting undergraduate ACM certifications. Please contact WVU directly with any questions regarding ACM participation at the undergraduate level. SCHEV will continue to process applications submitted for approved WVU graduate programs.

In-State Tuition for Select Out-of-State Programs

The Academic Common Market (ACM) is a tuition-savings program that is administered by the Southern Regional Education Board (SREB) and 15 member states. The arrangement allows students to pay in-state tuition rates at out-of-state public institutions while studying in select programs not available in their home state. The following states are partners - Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia. States and institutions have the discretion to remove or restrict its participation and access to degree programs at any time.

Numerous undergraduate and graduate programs are currently available through the ACM for Virginia residents. Students, who meet eligibility, may apply for certification to the State Council of Higher Education for Virginia (SCHEV).

ACM Program Availability

More information about the Academic Common Market is available from the Southern Regional Education Board (SREB). To search for ACM programs available to Virginia residents, visit SREB's ACM program inventory. Virginia residents may apply for certification by submitting applications only for programs listed in the current inventory.

Programs can be removed or added anytime by participating states and institutions without notice.

Academic Common Market Disclaimer

As the coordinating agency for the Commonwealth of Virginia’s participation in the SREB’s Academic Common Market (ACM), the State Council of Higher Education for Virginia (SCHEV) reserves the right at its discretion and at any time to remove academic programs offered by Virginia institutions from the ACM and/or remove access to academic programs at out-of-state institutions offered to Virginians through the ACM. Students interested in applying to the ACM are encouraged to contact SCHEV when application is made to an out-of-state institution/program and to inquire on the program’s status (either active or inactive) for Virginia residents. Students who begin studies at one institution with the intent to transfer to an ACM institution/program are not guaranteed ACM access if the respective program is removed from the ACM during their time at the institution of origin.
