Reports Release: SCHEV Issues 2022-23 Tuition and Fees Report, Overview of State Budget Higher Education Budget and Pell Enrollments

RICHMOND — The State Council for Higher Education of Virginia (SCHEV) released its annual Tuition and Fees Report, and two analyses of the state budget and Pell enrollments.

2022-23 Tuition and Fees at Virginia State-Supported Colleges and Universities: The report provides information on tuition and fees at Virginia public institutions for the 2022-23 academic year, including a more detailed analysis of in-state undergraduate charges. The tuition and fee figures below reflect institutions' reported tuition and fees for 2022-23. The report also highlights state funding and tuition and fee trends;  tuition and fee comparisons to other states; and pathways to increase affordability beyond tuition and fees. The chart below displays full-time in-state undergraduate total charges for the 2022-23 academic year.

While institutions reported that they increased tuition, most of them used one-time funds or deferred costs to hold these increases for in-state undergraduate students this year to zero.

Insights: Biennial Budget Adds $1 billion to Higher Education: This post summarizes the 2022-24 biennial budget for higher education, which took effect July 1, 2022. The budget includes over $1 billion in investments to higher education that includes investments in operations, faculty and staff salary increases, financial aid and research. This is the largest state investment in higher education.

Insights: Enrollment Trends Among Pell Grant Recipients: This post provides a deeper look at how Virginia’s public institutions of higher education are serving Pell and low-income students, the amount of additional financial need for these students and options to improve enrollments for the Commonwealth.
